ORIX Announces Participation in Council for Freedom of Electricity Choice in Osaka

TOKYO, Japan - April 9, 2014 - ORIX Corporation (TSE: 8591; NYSE: IX), a leading integrated financial services group, announced today that it will participate in the Council for Freedom of Electricity Choice in Osaka (hereinafter, "the Council"), which comprises the Osaka Prefectural Government, Osaka City, and 10 power producers and suppliers (PPSs) (specified-scale electricity utility*). This will be the first initiative in Japan to set up a council comprising government and PPSs.

Eyeing the full liberalization of the electricity retail market in 2016, the Council was established with the aim of developing an environment that enables electricity consumers to choose optimal power suppliers and services. Going forward, the Council will disseminate information on the services of PPSs, along with a wide array of information on reducing electricity procurement costs through its website and by hosting seminars. The Council's activities will also include providing opportunities for matching companies and PPSs.

ORIX commenced electric power retailing operations in 2009 as a PPS. Currently, ORIX provides services inside the service areas of Tokyo Electric Power Company, Incorporated, Kansai Electric Power Co., Inc., Chugoku Electric Power Co., Inc., and Chubu Electric Power Co., Inc. In addition to providing electric power, ORIX also works to serve various customer needs relating to electricity use, such as ESCO (Energy Service Company) services to support reduced energy consumption in buildings, and demand response services that help to reduce peak electricity demand and electricity usage.

Through its participation in the Council, ORIX will provide customers in Osaka Prefecture with services that help to reduce electricity bills and conserve energy.

* Businesses that supply electric power on a contractual basis to customers in need of more than 50 kW through the power lines of power companies and other general electric utilities.
