ORIX Environmental Resources Management Signs Agreement with Kiryu City in Gunma Prefecture to Accept General Waste from Other Prefectures

TOKYO, Japan - September 18, 2019 - ORIX Environmental Resources Management Corporation (“OERM”) announced today it has signed an agreement with Gunma Prefecture’s Kiryu City regarding the processing of general waste generated by business activities in Tokyo’s Tachikawa City. This initiative is the first time in Japan*1 where a system is built for a municipality to constantly accept—through a private-sector operator—general waste from outside its administrative area.

Through this agreement, a portion of the general waste generated by business activities in Tachikawa City—currently being processed by OERM—will be transported to the Kiryu City Waste Treatment Center. Kiryu City has reduced general waste through measures such as the promotion of waste reduction. As a result, the Kiryu City Waste Treatment Center has spare incineration capacity, operating last fiscal year at slightly less than 60% of its annual processing capacity of approximately 106,500 tons of waste. Through this agreement, stable operation of the facility as well as an increase in revenue can be expected.

Since 2006, OERM has been operating a sophisticated waste processing facility (zero emission*2 facility) that uses cutting-edge thermal decomposition, gasification and reforming methods in Yoriimachi, Saitama Prefecture. It is a PFI (Private Finance Initiative) project within Saitama Prefecture. The facility can process 450 tons of waste per day, making it one of the largest private-sector facilities in Japan in terms of processing capacity. Currently, the facility accepts consignment processing of waste from municipalities, private-sector companies, and others in the Kanto region. Among these is a partnership with a collection and transport company operating within Tachikawa City, where general waste generated by business activities that has been collected (approximately 9,000 tons each year) is reloaded onto larger trucks at a transshipment facility for transportation to OERM’s facility, where the waste is processed.

In the operation of waste processing facilities around Japan, municipalities have been facing issues in handling waste processing due to factors such as population growth, and increases in the number of commercial facilities and offices. At the same time, more and more municipalities also face issues with operating and maintaining processing facilities due to factors such as shrinking populations and facility deterioration. Waste processing agreements transcending administrative areas—like the agreement signed this time—contribute toward the stable operation of the facilities, and at the same time, lead to the formation of wide-area networks which can handle emergencies, such as during times of disasters, or when facilities stop working.

Going forward, OERM will continue to make effective use of the know-how and networks accumulated through operation of its facilities, and contribute toward addressing the waste processing issue in Japan.
