Kazutaka Shimoura joined ORIX in 1984 after beginning his career at Hyogo Prefecture Economic Federation of Agricultural Cooperatives (Presently the National Federation of Agricultural Cooperative Associations). After a number of positions in the company, he became the Corporate Senior Vice President of ORIX Life Insurance Corporation in March 2006 and then promoted to a Directorship and Corporate Senior Vice President of the same corporation in January 2007. After being appointed the President of ORIX Capital Corporation in March 2008, Shimoura was made the Deputy Head of Eastern Japan in the Domestic Sales Administrative Headquarters in November 2008. In January 2010, he was promoted to an Executive Officer and assumed a position as Head of the Risk Management Headquarters.
